On January 1, the leadership of the CCST Council underwent an historic transition as it gained its first Council chair from industry and its first vice-chair.
Lawrence Papay, former sector vice president for the Integrated Solutions Sector at Science Applications International Corporation (SAIC), succeeded outgoing chair C. Judson King, director of the UC Berkeley Center for Studies in Higher Education and former provost of the University of California. Cornelius "Neal" Sullivan, vice provost for research at the University of Southern California, became the Council's first vice-chair.

"Larry and Neal will provide expert and farsighted leadership for CCST," said King. "Larry's appointment has particular and timely significance, since he is the first Council chair to come from industry."
Papay is currently a consultant for several organizations in energy and environmental matters. Prior to joining SAIC, Papay was the senior vice president and general manager of Bechtel Technology & Consulting, and was responsible for monitoring new technologies and developing new businesses, including technological developments that impact existing business lines as well as the engineering and construction business in general.
In CCST, he has long been active as chair of the Education Committee, where he oversaw such projects as the Professional Science Master's degree project (page 2) and the Critical Path Analysis of California's Science and Technology Education System.
"This is a wonderful time to be involved with CCST and its service to the state of California," said Papay. "We have exciting new initiatives underway with the National Academies. We are also providing critical analyses on technological initiatives and the future direction of S&T within the state."

Neal Sullivan was appointed a Council member in January 2002. Sullivan, USC vice provost since 1997, has served as chair of the Department of Biological Sciences and director of the Hancock Institute of Marine Sciences. From 1993 to 1997, Sullivan served in Washington, D.C. as director of the National Science Foundation's Office of Polar Programs and the U.S. Antarctic Program.
Papay notes that while CCST's role as a source of impartial analysis has grown in recent years, its expanded activities pose new challenges for the future.
"Our successes will place new demands on the Council and it is our responsibility to respond to these challenges," said Papay. "I am sure that CCST's work will be an increasingly important asset to California's policymakers."
